Car Rental in Funchal: When It Helps, When It Costs You

Inside Funchal a car does very little. The old town, the Se, the Mercado dos Lavradores and the Lido promenade sit within a compact, walkable stretch, and the cable car to Monte at $18.34 (€16.00) one way is the fastest way up the hill without driving switchbacks yourself. City buses reach the Botanical Garden and Monte on published fares, and the hop-on hop-off bus covers the seafront on a fixed loop. None of that needs a parking space.

A car starts to earn its cost once the plan leaves the city. Pico do Arieiro at sunrise, the west coast towards Porto Moniz and Fanal, and villages like Camara de Lobos and Curral das Freiras sit on roads a bus reaches on a limited schedule if at all. A family with luggage moving between several bases in a week, or a traveller who wants to stop at every viewpoint on the way, is the other clear case for renting.

The one trap to know before you book: Funchal's two named municipal car parks, '2000' and Campo da Barca, run near full occupancy according to the council's own description, and no hourly tariff is published for either. A car helps you leave the city. It does not obviously help you park inside it.

When a Car Helps

Enterprise's Airport Counter

Enterprise's own airport page for Madeira states its counter sits inside the main terminal building, near the baggage claim area, with no shuttle needed to reach it. Its own page puts the drive from the airport branch to Funchal city centre at about 20 minutes, using the VR1 road that skirts the eastern half of the island. The same page names an additional-driver fee of EUR9.00 a day, capped at EUR90.00, under Enterprise's general terms, not a Madeira-specific rate.

Hertz, Dollar, Sixt, Avis and Goldcar all rank for car rental at Funchal, and their own booking flows list Madeira Airport as a pick-up point, but none of their own pages describe the counter location or hours in the same detail as Enterprise's, so this page names only what could be confirmed on the operator's own site. Book through the company's own website, and confirm the exact counter and opening hours in your booking confirmation before you plan a pickup around a flight time.

Documents for Non-EU Drivers

General practice for international visitors driving in Portugal is to carry your national driving licence and, depending on the rental type, an International Driving Permit, valid only together with the licence behind it, never alone. No Tolls on the Expressways

Madeira's Via Expresso network, VE1 through VE4, runs about 68.96 km with numerous tunnels cut through the island's mountainous terrain, and the whole network operates under a toll-free SCUT regime. Every expressway and every tunnel on it is free to drive. Driving is on the right, the same as mainland Portugal, and the currency is the euro.

Off the VE network, older roads switchback up the hillsides in tight turns, so a small car is easier to manage than anything oversized, and a manual gearbox is still the default in most rental fleets here. Fuel and deposit terms vary by company, so check both before you sign.

Drives That Justify the Rental

Three drives come up again and again as the reason people rent a car in Funchal. Pico do Arieiro for sunrise, reachable by rental car well before the tour buses arrive. The west coast towards Porto Moniz, Seixal and the Fanal forest, a full day of driving that a tour also covers at a fixed price if you would rather not navigate it yourself.

Funchal City Council runs two named car parks, '2000' and Campo da Barca, which the council itself describes as running near 100% occupancy, plus more than 1,600 metered on-street spaces with time limits. Free parking for green-tariff electric and hybrid vehicles ended in the two named car parks from 18 July 2024, though metered on-street spaces stay free for green-tariff vehicles.

The practical read for a rental car: expect to compete for space at '2000' or Campo da Barca, and expect to feed a meter without knowing the rate until you read the machine at the actual space.
